Forms will only work online! They can be tested using PWS or IIS but if you have XP Home you won't be able to do thid.
Make sure you specified a form handler:
Right-click the form, and then click Form Properties on the shortcut menu. From here you can configure your form to send information to:
A file in a specified folder
An e-mail address
A database (one that already exists or that Microsoft FrontPage creates for you)
A custom script you write to specify how to save your form results
Double-click the submit button.
Make sure that Button type is set as Submit, and not Normal or Reset.
Verify that your submit button is not set as a reset button.
Double-click the submit button.

Open the Web site, and then open the _private folder.
This is the default folder where form results are sent. If you configured your form to save to a different folder, open that folder.
When you are configuring your form results to be saved to a file, it is best to keep the default folder that FrontPage sets up for you, _private, which is a hidden folder (hidden folder: A folder in a Web site in FrontPage that has a name beginning with an underscore character, as in _hidden. By default, pages and files in hidden folders cannot be viewed in a Web browser.) that site visitors cannot open.

Do one or more of the following:
Verify that your form is configured correctly
Do one of the following (depending on what kind of form it is):
Right-click the form, and then click Form Properties on the shortcut menu.
Double-click the form.
Check the settings, as appropriate.
Check the server technology your Internet Service Provider is using
Contact your Web host or Internet service provider (ISP) and verify that either FrontPage Server Extensions from Microsoft or SharePoint Services (SharePoint Team Services v1.0 from Microsoft or Microsoft Windows SharePoint Services) is installed on the server.
Make sure you are actually testing your form online.

Contact your Web host or Internet service provider and verify that either FrontPage Server Extensions from Microsoft or SharePoint Services (SharePoint Team Services v1.0 from Microsoft or Microsoft Windows SharePoint Services) is installed on the server.
When you want to create a form, Microsoft FrontPage inserts a rectangular area outlined with a dashed line where you can add text and form fields. If your form fields are not inside this rectangular area, they won't work.
To move a form field that is outside the rectangular area, click it, and then drag it inside the dashed line.
Additionally many of the features in FrontPage required FrontPage server extensions. The list below outlines all the requirements.
